Government Building Wasted Space

Government buildings (such as Dept of Health) have way too much unused space. Why not put something there to occupy the mind and make the waiting line feel less time consuming?

I was sitting in a government building (Dept of Health), waiting with a friend who needed to pick up a birth certificate when I noticed something. There was a lot of empty space in the waiting area that wasn't being used at all.

There was so much space that I started to imagine things that would fit to make up the entire bare area. What I came up with was:

  1. Any food vender could set up a kiosk/vending machine or three or...
  2. Any form of entertainment (arcade, computers with access to internet, TV showing new, etc.)

We waited an hour on a Friday morning before the "rush" of people came in and we still had to wait almost an hour. Any business WOULD make money if they set up something to sell there because people WOULD purchase something after having to wait for an hour or more to get something as simple as a birth certificate (which took less than a minute to get once we got to the window).
