German Economic History

The German state, a strong power in the international community, has experienced an unstable history that has led to unique economic and political developments. German economic expansion is a result of industrialized advancement that took place prior to the First World War. “The transformation from an agrarian society to an industrial society did not happen without friction […].” At the conclusion of the industrial revolution in the early twentieth century, a dominant elite remained in control of the diplomatic, political, and economic policies of Germany. Developed under the ruling elite, “organized capitalism,” allowed for market regulation and the control over economic decisions by the elite bureaucratic executives. Ideologies developed as a result of this hierarchical control that shaped modern German policies, allowing increased international economic integration.

Prior to the First World War, the German federation of states underwent extreme economic development and reduction of trade barriers through German Zollverein and customs unions. Zollverein policy was the first crucial step in German unification and “proved to be a potent stimulant for economic development.” Economic unification began after the North German Federation conquered land within France, increasing growth potential. With the establishment of the German Reich, trade regulations in the country were unified as a result of the increased spirit of liberalism. Although Germany remained divided under the control of the Reich, a currency system was established that aided in the process of unification. Based on the gold standard, this adaptation to the German economy proved significant in the global economy. The German states “cleared a path to an international currency unification on the gold basis, which for the whole period up to the World War proved of the greatest importance for the rapid expansion of world trade.” The unification of the Reich and the development of a currency based on the gold standard provided increased international economic opportunity.

Bundesbank, the central German banking system, played an integral role in the process of industrialization and the expansion of foreign trade. Germany and Great Britain were the two leading industrial exporters in the world economy as a result of Zollverein. This expansion of capital and industrial products brought about a shift in the European balance of power, leading to the outbreak of the First World War. The economic system was unprepared for a war that was to last several years; the first battle of the war was also a battle for the German economy, resulting in increased credit requirements for private business. The economy collapsed with the disintegration of military power, crippling monetary and fiscal domestic policies.

The Weimar Republic, established in 1919 through the Treaty of Versailles, brought changes to both the economic and political structures of Germany. “Politically and economically, this was the time of the flowering of the Weimar Republic.” The economic crisis that resulted from the death of Foreign Minister Gustav Stresemann in 1929 changed the power between opposition and ruling parties, disabling all aspects of the weak German democracy. German citizens' search for economic salvation allowed for Hitler's rise to power in a politically unstable environment. The Nazi's anticapitalist movement “attacked the problem from three angles […] the first angle was the moral principle, the second the financial system, and third the issue of ownership.” Increased government influence in Germany, as a result of Nazism, stimulated the economy through domestic monetary policies. “The great increase in economic activity and employment since 1933 has been brought about largely by the intervention of the government in the economic life of the country.” By the end of 1938, German reached the brink of its economic expansion and controlled all aspects of the economy as a totalitarian regime.

With the beginning of the Second World War, Germany appeared to be relieved of economic hardships, generating stronger fiscal policies through Hitler's National Socialism. The Federal Republic of Germany “became a member with equal rights, the Western occupying powers represented West Germany and the newly founded Federal Republic of Germany in GATT.” Global integration and international institutions provide numerous opportunities for growth and expansion. However, the exchange rate during the 1950's was undervalued, and effected trade developments and German economic expansion. With the appreciation of the currency in the 1970s, the German economy began to expand through increased trade.

This expansion has continued through the fourth quarter of 2006. The combined efforts of the Bundesbank and European Union have allowed Germany's investments to become “the driving force of the German upswing.” The European Monetary Union promoted German economic interest groups to stimulate the weak economy and allow for increased competition. Germany has been gaining shares in the world market, leading to the demand for higher wages by IG Metall workers. Wage demands have increased as a result of economic expansion and German government investment. However, potential German economic growth is dependent on relationships with international institutions and solutions to domestic monetary issues.

International institutions such as the European Union have played a crucial role in the development of the German economic system. “German Unification of 1991 already was a first effective step in terms of Eastern enlargement of the EU.” Germany has given economic sovereignty to the EU in allowing for the development of domestic and foreign economic policies. These policies include fiscal policy, trade policy, monetary policy, subsidy control, and environmental regulations. As a promoter of European integration, the Germans decided to replace the Deutschmark with the Euro. Although Germany had a stable currency, the Euro and stability of the Bundesbank guaranteed the dependability of the Euro. Germany worked closely with France to establish increased Western economic security. This goal of common security has led to increased trade and improved relations between France and Germany. The European Union countries have neglected to address the liberalization of agriculture in the growing world economy. Germany's economy, an industrial based society, has not been severely affected by the absence of liberalization. The EU and US have “have failed to liberalize agricultural imports and have also stuck with so-called tariff escalation.” The DOHA rounds and World Trade Organization will address these issues, allowing for EU and German participation and influence.

The social security system of Germany, similar to the American system, poses issues for the future of the German economy due to an aging population. Germany has begun to expand social security benefits “to such an extent that they are now weakening the country's economic foundations and negatively affecting its economic performance.” Domestically, there exists a strong divide between East and West Germany, with a problem of high unemployment despite increased investment. The division between the East and West has minimized and limited economic growth potential. Development in Germany can increase through the reduction of trade tariffs, leading to an increase in exports. Through economic expansion, Germany will be able to cope with issues pertaining to their social security system and stimulate employment in the divided economies of the East and West. The German Federation of Trade Unions (D.G.B) has stimulated the effectiveness of trade unions while working together with other developing nations. China, a nation that has experienced increased economic development has “called for furthering China-Germany relations to enhance their global responsibilities.” Germany is working closely with the EU and China to transform the global economy into a “multilateral system of mutual cooperation.” Through increased participation in the global economy, trade liberalization, and international agreements, the German economy can stimulate domestic growth and maintain secure institutions contrary to a history of instability and degeneracy.

Virtual Attacks of Competitors

Jerry had such experience as the number of requests coming from a competitor's IP address blocked his website. Therefore, his competitiveness was blocked. The correctness of such isolation was brought up to the Oberlandesgericht Hamm (re 4 U 99/07) to solve the dispute. On February 13, 2008, the court gave its judgment.

An internet shop was offering more than 5,000 deliverable articles to be sold. A competing company started to hit the shop's website to test if the number of the offers really met with reality. Within two hours, 650 pages were hit. The shop installed a protective system against access of spam systems and “leaks”. This lead to the IP address of the competitor being blocked. Since the competitor considered this as unfair competition, he sued the shop in court.

If virtual access denial is in compliance with the rules of fair competition or not also depends on the action of the competitor. Only when the person complaining also acts lawfully will he have rights to complain about his competitor that his IP address was blocked. The judges of the Higher Regional Court Hamm considered the action of the competitor already as violating unfair competition law. With his rampant visits, the competitor did not act like a normal customer would. He was practically blocking the site from other persons' access. The shop has a legitimate interest that its site is protected against security relevant annoyances. It is irrelevant if an IP address is automatically, like in this case, or manually blocked. As long as the competitor behaves like a normal customer, he will be able to study the shop's site as thoroughly as he wants.

Six Points Favoring the Use of Job Agencies

I have found myself in another call centre environment even though I am in customer service and am doing my best to get myself out of it. It means retraining myself at least. At most I should be creating a variety of resumes suited to a variety of positions requiring different skills. There are some things a person might do so that he is more marketable and that is apply at job agencies besides going directly to the employer. Here is why job agencies are valuable:

Going to a job agency will be a way of finding out whether you are headed in the right direction. Councillors who will be able to evaluate your assets against your inadequacies and come to an honest assessment of what jobs you are best suited for usually man the agency. If you want to make a sincere effort to change a job milieu they can help. So one should make a sincere effort to get out of the phone sales milieu entirely even it means passing up a better paying job with the same stressful circumstances. As far as many of these places are concerned, the employee is just a number and there is little or no incentive to get ahead and excel.

What about going to more than one agency? Well the chances that an employer is going to get more than one resume for a particular job is slim. And for the most part I would be better off being hired by a job place that appreciates I have done the leg work to publicize my need for employment. Also each agency is specialized in different areas of the job market anyway and will likely be hitting different job places.

Feel free to go to job places directly. One is not obligated to depend on any third party for employment. It is a business if the agency gets a percentage from the employer that is going to hire you. Get back to the agency so that they can keep a record of your endeavours. A good one will keep track of your efforts and remind you to retry again should that case arise.

Be prepared to give a genuine history of your background before going to the agency. If they are going to represent you at the employer's office, they are going to be answering questions on how you have the background for the job. It is better to be positive and not cynical if you want any agency to take you seriously. Also if that agency offers you a chance to look at their job listing take advantage of their suggestions in order to keep an eye out for any opportunity that may arise.

What do I do about getting something at $16.00 an hour instead of the $13.50 working an odd shift as a customer service agent? And if I knew another language like German instead of Italian, I would get 50 cents more? There wasn't anything wrong in knowing Italian; it was just that German was more in demand. Apparently German speakers are hard to find and that is why the company is paying more for that language? You might inform them that you are willing to work in an extra language and say that you were not paid for your knowledge but somebody else was for the other language. It might help them review their practices in knowing which clients are more serious than others.

If you get a hint that the information is not clear, especially the dates that you worked it would be better to inform the agent. Redo those resumes that are confusing or not up to date. A good agency will offer workshops on this. That gives you an advantage but make sure the resume clearly states the qualities you want to show off. Here is where format is very important. Chances are, as a councilor told me, if the resume is discarded, the format is displeasing or there is too much information stuck together that will prevent a prospective employer from even looking. Keep dates and names of employers on the side of the application as I was advised so that the interviewer can pick up where I was working and when at a glance.
